You may consider referring to Nim's guide for single issue bloggers post - he had some very good points there and I am sure he wouldn't mind you paraphrasing him!
On the restructure / organisation thing, I agree with you strongly.
I was a management consultant. Yep, sad but true. An earlier life, but recent enough that I can remember it. And one of the most consistently difficult thing any change management process has to deal with it to get the committment and ACTIVE support of senior management - because if they're not involved positively and consistently, you are sunk.
The Corp Blog idea is an excellent one, but as you point out it needs the involvement of all staff - from the CEO to the Chief Pencil Sharpener. Good luck with it, and I am very interested to hear how it develops...

In some ways your situation sounds a bit like the one I'm leaving behind at my (soon to be ex) employer. I hope things work out for you.
